Bitmap Vanilla Shader

Updated the resource pack version to 69

Updated to work with the new Minecraft versions:

• Changed pack_format to min_format and max_format
• Updated appropriate vertex shaders used (mainly to core/screenquad)
• Fragment shaders now use OpenGL version 3.3

Note: this is technically V.1.4, but was accidentally released as an extension of V.1.3
