Enchantment Outlines
Adds an outline to all enchantable tools. By Tixork.

- Made outlines thicker in third-person.
- Added resource pack compatibility with Respackopts, currently limited to vanilla tweaks, but will be expanded over time.
- Redid the first-person axe outline for 1.21.6+.
- Tuned down the tint on most items.
- Added 3d mace and bow models.
