New mod: Polytone

Many config changes and mod updates ported from Additive

Current Annoyances:

• Doesn't include More Culling/World Host though they are included in Additive
• Oculus (the iris fork) is marked as an optional mod, since it's not meant to be used alongside Embeddium apart from when shaders are active
