Stop Unloading My Resourcepacks [SUMR]

Prevents the game from disabling all resourcepacks if a shader related error occurs. Also adds a hot-reload key (F3 + R)

Compiled against 1.21.11-rc1
When the shader error box is hidden, the scroll position no longer jumps back to the top
