Pillager Caravans
Adds roaming pillager caravans with biome-themed loot and guarded convoys

- Fixed configuration handling so it no longer resets in rare scenarios.
- Renamed several config options to decouple them from their category names.
- Added a new config option to disable caravan spawning entirely.
- Moved default caravans into the built-in Classic Caravans data pack, which can now be toggled on or off.
