Darceno's Minecarts
Improves minecarts for transportation, making them faster and able to load chunks.

- Prevent naturally generated minecarts with chests from loading chunks. This fixes an issue where random mineshaft's chunks would remain loaded, which should now improve server-side performance, especially RAM usage.
